Responsibility
The Purchasing Department is responsible for the acquisition of all supplies, materials, equipment and services for Texas Tech University Health Sciences Center (TTUHSC). TTUHSC assumes no liability for payment of obligations except those incurred in accordance with the general purchasing procedures outlined herein.
Authority to Obligate the Agency
Only the Director of Purchasing or designee can obligate TTUHSC for the purchase of goods and services unless the purchase is being made via the procurement card.
Bidders List
The TTUHSC Purchasing Department utilized the Texas Bulding and Procurment's (TBPC) Centralized Master Bidders List (CMBL). Any business wishing to be placed on this bidders list may visit the TBPC web site.
Bid Openings
Bid openings are held in the Purchasing Department, 3601 4th Street, RM BA121, Lubbock, TX, 4:00 PM CST, unless otherwise noted on the invitation to Bid. Bidders are invited to attend.
Vendor Performance
When a purchase order is issued, the vendor is expected to faithfully execute the order in accordance with specifications, terms, conditions and delivery time under which the order was accepted. A Vendor's failure to perform in accordance with the contract or PO terms and conditions will be reported to TBPC in accordance with TBPC procedures.
Billing Instructions
Invoices should be submitted to TTUHSC, Payables Department, PO Box 5970, Lubbock, TX 79408 unless otherwise instructed in the contract or PO terms and conditions. All invoices must include the 6-digit PO number. Failure to submit invoices in accordance with these instructions will delay payment.
State Sales Tax Exemption
TTUHSC claims an exemption from state sales tax under Section 151.309 and 151.310, Vernon's Tax Code, for purchase of tangible personal property, as this property is being secured for the exclusive use of the State of Texas. An exemption certificate will be furnished upon request.
