Order of Precedence

When determining allowability of an item on a grant, the first place to look is at the award document. If the answer is not found there, go to the program rules, then the terms and conditions, then the Uniform Guidance. The award guidelines are the most specific guidelines. Institutional policy and public law also must be considered in making a determination.
