Surplus FAQs for Departments
1. How can I view items available for redistribution?
Departments may view items on-line at www.publicsurplus.com. Create a login ID using these instructions to view items available for redistribution before they are made available for public sale.
2. Can I view items for redistribution for my department and register to bid personally on the cash items?
Yes, but you will need two login ID's; one for redistribution and one for personal items. Â Be sure to set up your profile so you will receive an email when items you want become available.
3. What is considered surplus property?
"Surplus property" means personal property that exceeds a state agency's needs and is not required for the agency's foreseeable needs. The term includes used or new property that retains some usefulness.
4. What is the definition of Personal Property?
Comptroller of Public Accounts (CPA) has defined personal property as all non-consumable institutional property having an acquisition cost of $5,000 or more, or any property of the state of Texas, which, due to the nature of the asset, is required to be managed by the state.
5. How do I know which items to send to surplus?
Please send all types of property, except abandoned personal property, carcinogens, hazardous waste, radioactive materials, and laboratory devices which are covered by other HSC OP's. Unwanted consumable items that still have some usefulness should be sent to surplus.
6. How do I prepare the item for surplus?
Inspect the property to ensure all confidential items are removed. Determine if any of the following applies and take the action indicated:Computing Device or Data Devices,Radioactive Materials and Radiation Producing Devices, Batteries, Paint, Chemicals or Other Hazardous Materials, Laboratory Devices, Federal Property, Refrigerators/Freezers, Vehicles, Scrap, or Abandoned Personal Property.

8. Which form do I use to surplus items on my department's inventory?
Follow the instructions for How to Surplus.
9. What if the item has a tag, but is not on my inventory?
Search the  the tag number in TTUHSC Property Inventory https://www.fiscal.ttuhsc.edu/propinv/ to see if the asset belongs to another department. If it is not in any inventory, submit to surplus as a non-inventoried item.Â
10. My department has an extra desk, can I buy it for myself?
All items must come through Surplus in accordance with State of Texas laws. All surplus must be sold to the public on a competitive bid basis or first-come, first-serve basis. Before items can be sold to the public, Surplus must ensure that there is not a need for the item on campus or with another state agency. All public sales must be advertised to ensure the public has fair access to the surplus.
11. Can I bring in surplus from home?
TTUHSC Surplus only handles surplus from the University. If you have surplus at home that is not owned by the university or the State of Texas, you are encouraged to donate it to a non-profit organization such as the Goodwill or Salvation Army.
12. Can my department donate our old computers to the high school?
Disposal of State Surplus is governed by multiple State of Texas laws, rules, and regulations and there are special requirements that must be met before donations are possible. Please contact General Services  with specific circumstances.
